I notice that they have changed it to an Italian tugboat, instead of an American  tug with an Italian crew.  Why?

Easy.

It removes the pressure from Zero of actually having to do something....

This way, WHEN whatever "military" action Zero takes goes FUBAR, "The One" can claim that it wasn't him....
