Apparently so.  Interesting.

I watched a couple of videos. Part of the bottle has to be exposed to sunlight.  I don't know why they use bleach, maybe just to keep the water clean, as these can be used for two years.  I'm wondering if they would still work if there is another light source, other than sunlight.

You can duplicate the effect at home if you have one of those headband LED lights and a gallon jug of water.  Turn the headband inside out so the light faces inward and wrap it around the water bottle.
