Texacon: It means that in 1993, when discussing health care, Republicans felt that, faced with rising costs, passing increased premiums on to employers would harm the private sector. They therefore proposed a plan of individual mandates, in which individuals would assume increased responsibility for insurance premiums.
During the last health care debate, Democrats said, "We think you're right about individual mandates." It was at that moment that Republicans instantly reversed their previous position, taking a stance of "No We Can't," even on a platform they had previously supported. As they've consistently shown since then, they're unwilling to go along with Dems on any issue, even issues that they previously supported, as they continue to pursue an agenda of "Fail at any cost" where the President is concerned.
