"Open-ended handouts, we know, don't work," Deputy Mayor Linda Gibbs said. "This is not a moneymaker. We're not doing this to close budget gaps. It's really the principles ... involved."

A 1997 state law requires New York to charge rent to the homeless who can afford it. The city never did, but has been pressed to do it since a state audit last year.

Back when I was young and living in a homeless shelter, that's the way things worked.  It was $5 a night, and you either paid it in funds, or worked it off doing chores at the shelter.  The place wasn't there to facilitate the bums - like me, at the time - lying around on their sorry backsides.

Probably because he can't raise them anymore without an exodus of wealthy residents.  I remember reading somewhere that 5000 residents in NYC pay over 40 percent of the taxes.  5000 in a city of over 10 MILLION.
