I have an idea for better monitoring men. Equip each man with a pressure sensitive cuff for their masculine appendage and attach it to an LED display device that is required to be worn in a visible location. It would flash "BONER" anytime the man had an erection. That's valuable information for women who are in close proximity to a male human, I'd think.

The device would better protect women against sexual assault and other unwanted attentions, since they could simply back away slowly when they see the warning.

Full disclosure: If it's good for women, it's good for men, too.

The background to this is that the State of MO tried to estimate some PP abortion patients' cycles to see if they had had complications from their abortions that PP had not reported. Progs being Progs, distorted versions of what was done are in circulation, and MM may be referring to such a distorted version.
