I don’t remember where I read it but I seem to recall reading during the civil rights struggles in many places, soldiers were given guns but no ammunition. I can not cite it, but I do remember seeing it.

When the NG or a military unit are sent in they are not there to have a "fair fight". They are there to intimidate and dominate rioter-wannabes. Don't like it? Don't riot and loot.
