NORTH Korea said today it would boost its war deterrent, a day after the United States said it was sending its nuclear envoy back to Asia to discuss a disarmament deal on which Pyongyang has missed a deadline.

North Korea failed to fully account for its nuclear weapons program or answer US suspicions that it has secretly tried to enrich uranium. It was supposed to have made the declaration by the end of 2007.

Whilst this comes as no surprise, it can, in some areas, be considered a setback.North Korea, condemned as it is to a command economy, to Chollima and "speed battles", is struggling with internal dissent, brutally repressed, and a famine which is believed to have killed hundreds of thousands.

North Korea may have nuclear weapons and possibly a delivery system..but this is not what he wants, nor is Kim in the position to play brinksmanship on this scale. He may think he can..but the underlying reality is the DMZ and the American bayonet at his throat.

One estimate believes Kim only has one or two weapons, and is using them as a bargaining chip to get what he needs without losing face.

In this circumstance, the greatest advantage may be achieved with the carrot, rather than the stick..Kim is well aware of what will happen if war breaks out..and he is not prepared to lose the precarious power base he now maintains.
