Don is a retired auto worker. I don't know the exact dates (Frank assuredly does) but I'll wager that Don's tenure + his time in retirement would abut/overlap Reagan's administration.
Grouchy old Don has a memory problem.
He was born in 1952 or 1953, and started working on the automobile assembly line in Chicago in 1971, when he was eighteen years old, right out of high school.
He retired after 30 years on the job with a full pension sometime during the first term of George Bush; it was more than 30 years from 1971 (but not much more), but apparently his times on lay-off didn't count towards that thirty years.
Grouchy old Don thought he had it all figured out; if he'd take care of the Machine, the Machine would take care of him. So from the time he was 18 years old, he diligently voted for the Machine. Now he's raising Hell because he can't afford his local and county (Cook County) taxes on his pension; his taxes just keep going up and up and up every year, and his pension isn't keeping up with them.
Yeah, the Machine's taking really good care of grouchy old Don.
Anyway, more to the point, grouchy old Don mixes things up. He equates the recession-ridden 1970s with Ronald Reagan, and the prosperity-laden 1980s with Jimmy Carter. He talks about lay-offs and inflation and then blames Reagan, and then he talks about the good times, and credits Carter.
And he knows he's lying, but he's hoping the primitives can't remember when Carter was president, and when Reagan was president. Grouchy old Don
knows he's lying, when he does that. He's not senile yet; he
knows.
