It's the recovery partition for your computer. Instead of having a set of CDs or DVDs to restore your computer, the software goes on part of the hard drive.You can ignore it, but don't delete it.
The size of the data on the partition should be fixed unless it's being updated regularly as a backup image.It shouldn't interfere with anything else. It's usually created when the computer is first set up and is there for emergencies.
