It's become required because so many studies say if students are hungry, they don't learn. Annoyingly, teachers (in my district at least) don't get free lunch or breakfast, and can't even charge it to pay later, we have to have cash. Teaching hungry isn't much better than learning hungry, is it?
I get the part that hungry kids can't concentrate as much as a well fed child, but now it is an entitlement for all.
My grandkids go to school in Irvine, CA which is affluent neighborhood in Orange County. The school is less than 4 years old and the entire housing around it is brand new upscale housing that was built on the land that formerly was the El Toro Marine Corps Air Station. As I drive thru the neighborhood I see that everyone has new-ish cars with Tesla being in the majority of the brands of the cars, so none of the families are hurting in the wallet area.
My son in law told me that the school is offering free lunches to ALL students, financial status not withstanding. He said it is being billed as something done courtesy of the bidunce administration and using covid relief funds. More weaponizing of the covid crisis to $pend, $pend, $pend and push their socialist agenda.
So now it seems that rather than focus on the children who could really benefit from a free lunch program because of the families financial situation, the checkbook is wide open for everyone to feed at the trough of government handouts and excess spending. And we all know that once a government spending program "for the children" is enacted, it rarely, if ever ends.
