JOINT RESOLUTION Declaring that a state of war exists between the Republic of California and the Government and the people of the United States and making provisions to prosecute the same.
WHEREAS the Republic of California has with reckless disregard absolved and abandoned the duly enjoined compact of the United States and;
WHEREAS the Republic of California has continually sought to consume the resources of the several states of the union despite its own largesse of natural resources;
WHEREAS the Republic of California has contrary to federal law and its own statutory requirements provided sanctuary and monetary incentive to innumerable hordes of foreign invaders;
WHEREAS the Republic of California has provided succor for foreign despots and international criminals that have brought harm to the United States;
WHEREAS the Republic of California has sought to impose material harm upon law-abiding states within the union;
WHEREAS the Republic of California has demonstrated that neither dire circumstance or the pleadings of her sister states will compel her to seek remedy to her numerous ills;
WHEREAS these grievous and unanswered acts by the Republic of California constitute unprovoked acts of war against the Government and the people of the United States of America: Therefore be it
Resolved by the Senate and House of Representatives of the United States of America in Congress assembled, That the state of war between the United States and the Republic of California which has thus been thrust upon the United States is hereby formally declared; and the President is hereby authorized and directed to employ the entire naval and military forces of the United States and the resources of the Government to carry on war against the Republic of California; and, to bring the conflict to a successful termination, all the resources of the country are hereby pledged by the Congress of the United States.
