Seattle Police Chief Carmen Best on Tuesday announced her resignation, saying that she was not leaving because of pay cuts to her department, but because of the “lack of respect” toward her fellow officers.

Best’s resignation comes amid the City Council’s decision to reduce the department by as many as 100 officers through layoffs and attrition.

In response to a reporter who asked if her decision was motivated by protesters who appeared at her home earlier this month, or the City Council’s decision, Best said it "is not about the money, and it certainly isn’t about the demonstrators."

In an email to police, Seattle Mayor Jenny Durkan said she accepted Best's decision "with a very heavy heart."

"I regret deeply that she concluded that the best way to serve the city and help the department was a change in leadership, in the hope that would change the dynamics to move forward with the City Council," Durkan wrote.

A military veteran, Best joined the department in 1992 and had worked in a wide variety of roles, including patrol, media relations, narcotics, operations, and as deputy chief. The mayor picked Best in July of 2018 to lead the department. She had been serving as interim chief.

The Seattle City Council voted Monday to move forward with a controversial proposal that would begin the process of defunding the police department.

The 7-1 vote comes despite objections from the city's police chief, mayor and the Seattle Police Officers' Guild.

The plan would ultimately slash funding to the department but not the 50% some had sought. Seattle currently has around 1,400 police officers, and the current plan would see about 100 cut. It was also cut the police department's $400 million budget by about $3 million, according to KOMO.

Councilmember Kshama Sawant was the sole "no" vote because she felt the proposals didn't go far enough, while Debora Juarez abstained, according to MyNorthWest.com.

Defund the police means more layoff and unemployment.

We have little Emperor Neros setting fires everywhere. For any police officer out there, there are more people who support you enforcing the law and keeping order. Back the Blue is stronger and more widespread than Black Lives Matter, which is really a Marxist leech on society. Yet, when it comes to some pockets of the country, it’s the Democrats you may hate you more.

A proposal by Seattle City Council this week to strip the police department of funding and officers may face roadblocks because of a consent decree with the federal government.

The proposals seek to reduce the police department by as many as 100 officers and cut nearly $4 million of its $400 million annual budget. The vote came after weeks of police protests in the city and throughout the country, prompted by the death of George Floyd while in the custody of Minneapolis police in May.

The proposal for massive layoffs prompted Carmen Best, Seattle’s first Black police chief, to resign in protest, saying her decision was “about the overarching lack of respect for the officers.”

Since 2012, the Seattle Police Department has been under a consent decree with the federal government. The decree was implemented that year after the U.S. Department of Justice released findings of a “pattern or practice” of unconstitutional use of force within the department, according to the city’s website.

It was signed by then-U.S. Attorney for the Western District of Washington Jenny Durkan, who is now Seattle's mayor.

Reviews by an independent monitor have determined that the changes under the consent decree have led to a drop in how often police use force. But critics have said the department’s actions during recent protests show not enough progress has been made.

Durkan said the council’s push for defunding will make it difficult for the city to fulfill its obligations under the consent decree – things like training, data performance, transparency or oversight, KOMO News reported.

Durkan and Best had urged the council to slow down its discussions about police budgets, saying the issue could be taken up in earnest when the 2021 city budget is considered.

They had many of the city council in their corner.

But a boatload of citizens came out in opposition to the plan.

She’s still trying to play this both ends against the middle thing a little bit, but she’s had a markedly different attitude since the BLM marched on her home, which finally prompted her to shut down the autonomous zone. She’s finally seemed to realize the necessity of the police and likely the residents out in force against the defunding may have played a role in her change of mind.
