...and this my friends is why there was voter dis-en-fran-jiz-ment in the old south. Any area (voting district) that is predominately black will not elect the best man or best qualified black to public office. They want a crook that thinks he's above the law and can steal the public coffers blind. It's capetbaggers and reconstruction all over again.
Don't believe me. Just move into a southern state where the county is mostly black and look at the school system. Most have failed, are broke with no accounting of funds, the schoolboard is manned by ignorant blacks and are now under the rule of a federal judge and still failing. ...and if by some quirk of fate a good one gets into office, they'll see to it that gets thrown out on his ear.
Hell, you don't have to move, just look at some of the black critters in the U.S. house and senate. That's the type that's running some local governments.
