Partisan War Spills Out on Capitol Hill Over Contempt Citations

Their presence was not needed, however, as Democrats — who hold the majority in the House — began holding the vote without their colleagues across the aisle.

The partisan war broke out as President Bush and sympathetic lawmakers were seeking a vote on a separate issue, the renewal of terror surveillance laws set to expire Friday.

Boehner, speaking on the House floor, said he believed the Democrats' push to hold the vote on the contempt citations is a partisan "fishing expedition" set to delay the vote on the terror surveillance law.

"We will not stand here and watch this floor be abused for pure political grandstanding at the expense of our national security. We will not stand for this, and we will not stay for this, and I would ask my House Republican colleagues ... let's just get up and leave," Boehner said.
