Pop up every refresh?

Anyone else getting a dialogue box at the top of the page when they refresh or go to the home page?

It says something about "smc smart packs" .

That's it and you have to close it before doing anything else.

It happen when using Opera browser too, FYI.

I get the pop-up when I use Chrome. I don't get it with IE 11. Neither browser displays anything in the Shoutbox.
