When is an illegal action not a crime?

When the group of people doing the illegal act are part of the democrat's future voting base.

I love it when throw these words, "comprehensive immigration reform" around. What does that mean "exactly"? (I know what it means, I'm just being sarcastic.) More communist/marxist votes?
