Take away the rights of all to own and operate firearms and only criminals will retain them. Remove as many from society as you can and the criminals will find other alternatives.

One real life example of a citizen using his own gun to stop a rampage would be the guy who help the cops stop the Texas Tower sniper back in the 1960's.
