A Normal Person probably said something that wasn't marching in lockstep with The Narrative, and Flatticus is either trying to prompt the mob to work up his otherwise non-existant courage, or trying to rile the mob to engage in violence for him.

In some states there is a "Use of Fighting Words" affirmative defense to a charge of Simple Battery/Battery or Affray (Fighting).  While IANAL, the basic premise is if someone makes a vulgar comment that would incite a "reasonable person", there is a justification to throw one unarmed punch.
