If it is okay for other governments to be sued in US courts for acts of terror, then why shouldn't the US government?

Part of me wants to tell them to FOAD, but part of me says this is Obama and Holder reaping the whirlwind for all their 'Due porcess of law' posturing over trying the Gitmo dirtballs in civilian courts as 'Criminals' rather than in military proceedings as unlawful enemy combatants engaged in war with the US and committing war crimes.

No, because he'd be blamed for it.  If the hit had occurred under Bush, you'd be right, Obama would gladly take political advantage of that scenario no matter what kind of disastrous precedent it might set.  However, the way litigation works, there won't be any definitive action on this, even assuming it isn't just thrown out on a summary judgment motion as an act of state.

Obama has said that it's his decision as to who is put on the "kill list".  Wouldn't that make him personally responsible when "innocents" are killed?

Possibly, or at least the US, if you could get a court to rule that he clearly exceeded the bounds of a lawful act of state doing it.  I doubt if any court would want to touch that, and they'd do their best to dump it out on some other basis without actually addressing that.  Even Lib judges under a GOP President would much prefer to duck that one.
