I used to think that too but I have come to the correct way to looking at that.
McConnell was so sure that Hillary was going to be POTUS that it was a safe bet to block Garland for fake conservative points and then let Garland through to SCOTUS under Hillary. Trump winning change that political calculation. Garland getting McConnell's vote for AG proves my point.
