I'd use a metal cutting blade on a jigsaw for some cuts , and use a cold chisel to crease or cut the metal in places where you can't readily get the jigsaw - so that you could either make a hole large enough to insert the jigsaw or provide a weak point to work with.

Try and keep the whole surface flat so you can flog out dents and creases with a hammer and block before doing the final folds.

Thanks Mr. EFA. Cold chisel on thin metal sounds like the way to go for the axle slots. Then I have to drill holes for all the screws to hold it to the frame. I've never done this before. Metal to wood I mean. It's interesting.
