I just received a check for $35.00 from The RNC, with Lindsay Graham's pic and letterhead... and a donor-form, with a note that says if I send-in $100.00 they'll send me an activation-number in the mail so I can cash the $35.00 check.

You missed a golden opportunity. You should have filled out the donor form for $35.00, put it and the check in the return envelope and mail it back to them. I'll be doing that if they send one to me.
