Gina, I think that the answer to your question was provided by CG6468--it was the intent of the perp to do harm to the President.  Thing is, the perp actually took action on that intent.

that is what I don't get about attempted murder vs actual murder


You want to kill someone and just because you are a screwup and the intended person doesn't die you get a lesser sentence.  Should be the same sentence, imo.
