I assume it refers to things getting "dicked-up" as dick and wee-wee are synonmous...

...and apparently we just found out which part of Obama was inherited from white parentage.

Poor Michelle...no wonder she always looks so uptight and tense.

How the hell would he know what "goes on" in Washington?  He's spent more time in DC as President than he did as a Senator.

..I would have had more respect for him if he used FUBAR instead of "Wee-wee'd up".  - Would have conveyed the same thought, without using offensive or juvenile language.
