Do you have to be signed up with a specific ISP to use wireless connections, like in a hotel?

Just a general inquiry.

Your computer just needs a wireless adaptor/capability......

Most hotels have "open" routers, however, some have passwords.  Ask at the desk when you check in, if their router is secured, they will give you a password.

You need to set your network software to "use any available connection".
