He is Miley Cyrus's dad. He was a huge country star in the 90's. Had the break out hit 'Achy Breaky Heart'. That is about the only song that I do not like from him. His song 'Some gave all' is a great song for the troops. I thought he was a Republican (like most Country artists are). I guess I was wrong. Either way you look at it, though, he made more money from managing his daughter over her career than he did from his own.
