If 'IT' is executed as per the 2nd and 10th Constitutional Amendments,  the citizens of all 50 States will grant both.

Each state legislature would have to do it- it's not within Congress or the president's power to force the states; or each state would have to amend its constitution- a process that would requires the legislature in many, if not most states.

There is a relatively easy way to achieve nationwide concealed carry. The case of South Dakota v. Dole was the case that essentially established the nationwide drinking age of 21. In Dole, the SCOTUS held that it was constitutional for the Feds to withhold a percentage of federal highway funds to any state which did not set its drinking age at 21.

Dole’s holding has since been applied also to the national .08 blood alcohol level for a DWI. States have to set the maximum BAC at no more than .08 or forfeit a percentage of highway funds.

Interesting idea, but the Feds threatened to withheld road and bridge funding to pressure states into changing a law related to roads and bridges (driving drunk).

What gun-related funding would Congress withhold to force compliance with a national concealed carry statute?

This is so practical, I don't know if this has even been thought of or brought up on the Federal level.  The best time to present it is now while the iron is hot.

IIRC, 'Petition The White House' petitions go public regardless of whether or not Obama agrees with them, and they are not take take for a period of time that would give it good coverage.

My hunch is it would take off like wildfire, once you finalized it with effective and appropriate verbage.  It would be grand if it had enough exposure there that would force your reps to present, otherwise they probably won't.
