Back in the mid-late 50s, Congress became convinced mental hospitals were hellholes, and meds could allow then current and future mental patients to live more or less normal lives. So Congress started the emptying and shutting down of the mental hospitals (by means of the funding carrot-and-stick). Mental patients proved more complex, and tended to go off their meds when they thought they were more or less OK. So we have a Congress and states unwilling to admit that 60-year-old error, ~3/4 of "homeless" having mental or recreational chemical problems, and a whole new bureaucracy dedicated to exploiting those
sacred homeless. Buggee isn't living under a freeway overpass, but I suspect she has mental problems (e.g. her obsession-hatred for Russians probably pre-dates Trump's announcement for the Presidency by several years - her father's disability and that lawsuit after his death).
