A guy who worked with my husband at Mattel sent him this picture of what he and a few friends did.

Was glue put down first or clear lacquer put on top?

My husband says it looks like the lacquer was just poured on top.

I think so too, since the pennies are darker and shiny.

I saw that on FB yesterday, they said they used lacquer on top.  It averaged 2.50-3.50 per square foot.  Cool!!
