MSB, one of the ideas of SOA and letting foreign military officers matriculate at our branch schools is to expose them to life here, indoctrinate them in Rule of Law (At least in a militar context), try to moderate their authoritarian tendencies, and build some bonds in those countries so we have, if not friends, at least 'People we know.' Do a lot of them go back and just oppress people somewhat more efficiently, yes, but it does also have a big moderating influence over time.
Now I have no idea if we have trained any PA people in any of our service schools, and since they have the avowed national aim of taking down Israel, at least nominally still an ally, I have no idea why we would do that. I don't know off-hand if the PA is classified as a terrorist shelter, but it is one in fact, and there's no way we ought to be training them. That kind of thing is usually a bone we save for when Third World countries officially disavow terrorism and attacking their neighbors, not something we give out in advance of it.
And as for the Left, we know perfectly well how morally flexible they are.
