That wasn't a passerby, that guy was with the bomber, but probably stopped the second one because the shopkeeper was coming out. Arson is one thing, murder is another.

On second thought, now I do think you most likely *are* correct!  It did look strange seeing the guy simply standing there watching the first firebomb thrown, and suddenly then, stopping the second throw.
