The military application would be to protect themselves from their aggressive, commie neighbor who already has a demonstrated penchant for releasing bio-weapons on the rest of the world.

Or maybe hoping that the Chinese fear the possibility of a counter attack of bioweapons.

That's about the only way to actually "defend" against a bug before your opponent launches his on you: convince him that your bug would be on the first commercial airliner back into his territory, if he was stupid enough to attack you with one.
Problem is the ChiCom leadership is just as stupid as the DUmbshits on Skinner's Island: none of them have learned that no matter how many times you try, socialism fails every time you run out of other people's money. That kind of stupidity gets mass graves filled in a hurry.

I read a novel years ago where someone was trying to develop a deadly virus that would kill based on a person's race. That could become a reality in the very near future.

Dunno about the Chicoms and their stupidity. They seem very smart to me. And patient. They wait to buy off a U.S. vice president through illicit dealings using his son as a bag man, and then they rejoice when the m'fr actually gets elected to the WH.
That's a double-win, and they'll not hesitate to capitalize on that windfall.
Joe Biden is compromised and is in the pocket of the Chicoms. They need do nothing more than wait for Biden's incompetency to crumble the American fabric.
But they won't wait that long. They'll gauge the resolve of the American military by sending dozens of sorties over Taiwan and when that gets nothing more than a yawn from the Pentagon, well, they'll ratchet things up even farther.
The Chicoms are far from stupid. They're smart enough to capitalize on the idiocy of one Joseph Robinette Biden to get what they're after -- dominance of the world.
