Funny, I haven't seen a "cash or dash" pump in 15 years or more.  I used to work at a Diamond Shamrock (Lakewood, CO) for a few months back in the day (1986-87)  I used to have a driveoff maybe once a week because the manager wouldn't implement a policy of cash customers must pre-pay.  The other DS's I filled in at did have the policy and they had ZERO driveoffs.  Needless to say, that place I worked at on the corner of Colfax and Kipling has long since ceased to exist in its present form.

Seriously, when's the last time anyone just walked up to a gas pump in a town of any significant size in America and just started pumping without putting in a card or prepaying cash?
How big of town? In the outer Metro Milwaukee area it is not uncommon to pump then pay and in cities of at least 40,000 it is the same way. In the crappier areas, yes pre-pay is prevalent. In the better areas, not so much.

They want to lower gas prices?
1. Get rid of Ethanol requirements.

My town is 70K+ and I never prepay at the station I get gas at, same station for the last 15+ years.

You can still do that here in southern Indiana.  The clerk still has to turn the pump on for you inside, but once that's done there's nothing from stopping you from driving off when you're done filling up.  'Course I live in a town of less than 20k people so if you did that there's a pretty good chance somebody would recognize you.
