Better than a 10. But not by much. He hasn't done anything actually new in either war to judge by (which is actually to the good, enough to move him off the 10, where his campaign platform would have put him), but to the extent he 'Has increased our esteem abroad' it has been at the expense of sacrificing our own best interests for nothing in return, and an almost willful hostility to the governments of Western Europe that is going to end up queering relationships that have been built over the past half-century. Domestically, he hasn't managed to execute any truly horrible programs yet but is busy trying to, and I have the nagging feeling that most of the "Stimupork" is actually counterproductive not just in the long term but in a much more immediate way.
