And don't states take money given by the federal government and the states themselves decide how to use it (i.e., the scope of the road project, who gets the contracts, whatnot)?
Since this is a blue state, and since highway construction contracts are fertile fields for payoffs to corrupt politicians, one wonders how much of the budget was appropriated for that, meaning there was less money left over for the project itself, resulting in shoddier construction.
