She's claiming it's a public area, but that's unlikely the case. Most resort hotels in Jamaica (and in all the Caribbean, for that matter) are for guests only and those natives who work there are allowed on the property. These resorts are generally surrounded by a security walls, are well guarded, and are mostly located in Montego Bay, and to a lesser degree Ocho Rios. Jamaica is not a safe tourist destination unless you are staying at one of these hotels. Kingston, where the drunken Christine lives, is a dump and doesn't really attract tourists.
I've been to Jamaica a few times and as Caribbean islands go it's OK. But there's several other islands that are much nicer and I see no reason to ever go back.
I suspect the Jamaican gov't likes its tourist dollars more than they're going to listen to some kooks wanting everything to be made public that's currently private. But it's fun to watch them complain.
Edit: I think I found where's she's referencing. It's Errol Flynn Marina in Port Antonio. Private marina with a pool and restaurant(s). Pretty exclusive area. If this woman really wants to live in Jamaica, I suggest she move to Kingston in an area without much, if any, security where she can learn about what being a foreigner in Jamaica is all about.
