I don't think most of our grandparents were out of childhood yet, the last time Cleveland had a Republican mayor.
So who's to blame?
Voinovich was mayor during the 80s when we lived in Cleveland but he's a 'rat in disguise, so he doesn't count. Also it's been like this in the city for 30 years, where has the DUmmy been?
But one has to remember something.
Voinovich is a Republican, and was the Republican mayor of Cleveland.
However, the machine that runs Cleveland is a Democrat machine.
A Republican mayor of a large corrupt city does sometimes happen--Lost Angeles and New York City of recent memory--but he is, essentially, just a figurehead. In fact, sometimes corrupt Democrat machines "allow" the election of a Republican, so as to give the impression something's being done--it's an old public-relations gimmick.
The same happened with recent Republican governors of Massachusetts; it was always obvious who was running the show, and it wasn't William Weld or Mitt Romney.
