As a retired Federal employee (Federal Reserve, USDA, DoD, Interior), I'll say that I broke the law an several occasions. Mostly for violating software licensing agreements with IBM, but in one instance resulting in a suicide by a contractor.
The administration CAN and WILL do whatever it takes to get the job done. Generally, it happens when your boss tells you to "do it, but don't tell me how you do it." Sometimes it's just "use your judgment, just get it done." These are blank checks for the eager Fed employee looking for a promotion. I'm sad to say that it included me. I knew that I could "do my thing", but I also knew that my supervisor would be absolved of any wrongdoing if I were caught. That's the way it works.
Now we have a "president" who thinks he can behave with impunity. How all this will play out will be interesting - if our nation survives!
