A strategy would include nationwide plans for:
1. Stopping the spread of the disease.
2. Treating the afflicted.
3. Protecting the healthy.
4. Protecting the healthcare infrastructure (hospitals, clinics, transportation, equipment).
5. Protecting healthcare professionals (physicians, nurses, specialists, technicians, staff).
6. Preserving the economy (communities, people, workers, employers, companies, banks, etc.).
7. Recovery and reopening businesses, schools, arts, sports, culture and the rest of national life.
Other than providing guidelines and supplying shortages, that's almost entirely the job of the states, counties and cities, not the Federal government. So, item by item:
1. Not possible. There is no such thing as zero risk. Beyond that, containment of outbreaks is the job of the states, counties and cities.
2. It is the job of the states, counties, and cities to support local hospitals.
3. That is the job of the states, counties, and cities, who know - or should - what is happening in their jurisdictions better than any DC desk driver.
4. That is the job of the states, counties, and cities.
5. It is the job of the states, counties, and cities to support local hospitals who are directly responsible.
6. States, counties, and cities shut businesses down. Should the Feds have violated the Constitutions and immediately forced reopening? The Feds have provided guidelines, but states have the sovereign right to follow those guideline - or not - as they choose.

So, what IS the Feds' job?
1. Controlling entry from other countries. Trump did that.
2. Get approved Federally approved tests into healthcare workers' hands. Trump did that, and then when it turned out that the CDC F'ed up their in-house-designed test, got the FDA to give approval for the use of private companies' tests.
3. Fund and enable the development, approval, and distribution of treatment medicines. Trump has and is doing that.
4. Fund and enable the development, approval, and distribution of vaccines. Trump has and is doing that.
5. Provide things like PPE and ventilators and hospital space (e.g. USS Comfort and Mercy, VA hospitals making facilities available for civilian use)
when hospitals, cities, counties, and states are overwhelmed. IOW, the Federal government is the
final,
not the first resort. Trump has done that and is also replenishing the stockpiles that had not been replenished in 2010 (2011?).
