Musk is inexperienced in how different government departments run.
He can't tell what is waste and what is effective use of money and manpower, but he does have the task of slashing costs, so he does the slash and burn thing.

In a sane world, heads of all government departments would be asked:

1. What is the function of your department?
2, What tasks are your workers normally engaged in?
3. What numbers of employees are there on each task, and materials costs. Please supply wages and materials totals, and any contracts you have with outside suppliers.
4. Please make suggestions where savings could be made in the running of your department.

But Elon does the slash and burn, sends out bulk insulting emails, and is doing major damage. And Trump doesn't care.

We don't want normal. We want results. Your chance for normal was 2017. All you did was fabricate lies that have grown progressively worse (pun intended). **** your normal. You'll be lucky if all you walk away with is grinding contempt.

1.  How do you know that wasn't done before they went in?

2.  The government is absolutely famous for making sure they spend their entire budget for the period, even if they have to buy stupid stuff to hit that goal.  Why?  Because if they don't then they don't get as much next year!

I've always thought it would be best to give a bonus based on savings that is spread out amongst the department.  Give them a budget, and a bonus compensation package at the same time.  Let them figure out where to cut costs then share the savings.

These people have some hubris, thinking they've thought of something that Musk hasn't.

DOGE wouldn't exist in a "normal" administration, because a "normal" administration has no interest in reforming government, saving money, or anything like that.
