It's not money that's needed, we've been throwing money at the problem for decades now, it's Parental involvement, baby mommy and baby daddy need to marry and have a healthy structure before they bring mommydaddy baby into the world, instead of pawning their kids off on the system they need to help them with their homework and provide a healthy environment which includes a SPIRITUAL ENVIRONMENT!
