Had a person in our church here in Texas who was Canadian, working on their citizenship. When she went with the church on mission trips to South America, she had a huge folder of paperwork that she carried, and still got held up several times over the years. IIRC, there were some hiccups traveling back to Canada as well. She has since moved to another state, but I believe after about 15 years of work, citizenship was finally obtained.
My point is, the immigration system has been goobered up for a long time. Paperwork has been a pain in the butt for a long time. Assuming PCIntern didn't make up these "nice Democrats", they are probably well accustomed to these headaches.
