The cops are out there looking for POTENTIAL molesters, sort of like looking at Potential bank robbers, unfortunately by our laws the cops have to have evidence that that person is actually preparing to comit a crime. One needs more then intent, by law one must have the ability and the tools to rob a bank. Same for the Molesters, some 80 year old in a nursing home who is confined to bed that wants a young one will not be dragged into court.
