is a pretty vague measure. Every election cycle we are witness to lines and waits of 3-6 hours in mostly minority districts. Would you wait 6 hours to vote? Many people can’t afford to take that much time out of their day.

Democrats could open more polling locations but they choose not to. They don't really want you to vote. They want mail in to be the norm...and then your vote won't matter.

Aside from the likelihood that those who did this "study" probably selected data to produce their predetermined result, consider who staffs polling places. Polling places are staffed by volunteers from the polling places' neighborhoods. IOW, if polling places in "Black Neighborhoods" are under-staffed and/or have inefficient staff, it's because of the people in that "Black Neighborhood" ... who are black.
