DEVELOPING: A Boston-area man shot and killed by police Tuesday when he came at them with a knife was plotting with another suspect, who police arrested, to behead Boston officers, a law enforcement source told Fox News.
Authorities in Massachusetts arrested a man in connection with a counterterror investigation late Tuesday, hours after another man under surveillance by the Joint Terrorism Task Force was shot and killed after he refused to put down a military-style knife while approaching two officers.
"We believe the intent was to behead a police officer," one official told The Boston Globe. "We knew the plot had to be stopped. They were planning to take action Tuesday."
Authorities identified the deceased man as 26-year-old Usaama Rahim, who was shot outside a CVS Pharmacy in Roslindale, Mass. at approximately 7 a.m. Tuesday.
Boston Police Commissioner William Evans told reporters that members of the Joint Terrorism Task Force approached Rahim to question him about "terrorist-related information" they had received when he moved toward officers with the knife.
Evans said officers repeatedly ordered Rahim to drop the knife but he continued to advance. He said task force members fired their guns, hitting Rahim once in the torso and once in the abdomen. Rahim was taken to Brigham and Women's Hospital, where he was pronounced dead.
WFXT reported that three different Joint Terrorism Task Force teams had been carrying out 24-hour surveillance on at least three different people in the Boston area, though it was unclear how long that had been going on. One source told the station that they had been investigating an "active plot" centered around harming law enforcement officials, although it is unclear if it was operational. The plot may have been inspired by the terror group ISIS, who have repeatedly called on followers in the United States to attack law enforcement officials or military installations.

According to a report featured in Saturday’s Northwest Florida Daily News (Ft. Walton Beach, FL), the U.S. Air Force’s Air Combat Command used the power of social media to wage a deadly strike on ISIS.
Gen. Hawk Carlisle, commander of Air Force’s Air Combat Command, explained in a speech earlier this week in Arlington, VA that a “selfie†taken by a member of ISIS in front of the group’s headquarters helped Air Force intelligence stationed at Hurlburt Field, FL, home of the Air Force’s 1st Special Operations Wing, to locate it and later target it in an air strike.
“These guys that are working down at Hurlburt (Florida), they’re combing through social media.
And they see some moron standing at this command and control capability for Da’Esh, ISIL.
These guys go, ‘Ah we got an in,'†Carlisle said.
“Long story short … three JDAMs take the entire building out.â€â€˜
A Joint Direct Attack Munition (JDAM), is a type of smart bomb built by Boeing and armed with a guidance system that reportedly has an error rate of less than 40 feet.
ISIS has been known to use social media for recruiting purposes, but this time apparently those efforts backfired.
