I am SOOOOOOOOOOOOOOOOOOOOOOOOOOOO freaking stupid sometimes that it is not even funny. :(
It provides a quest that gives you the power armor training perk a long time before you would have normally gotten it.
When you finish the quest they open an armory in the place you start and you get access to these:
Gauss Rifle
Trench Knife
Chinese Stealth Suit
Winterized T-51b Power Armor
Jingwei's Shock Sword
Neural Interface Suit
Outcast Specialist Robe
Check out the Gauss Rifle!

Upon completion of the Operation: Anchorage simulation you will gain access to an armory where you can find a Gauss Rifle. It is an extremely powerful sniper rifle with a long range scope equivilent to that of a regular sniper rifle in the game. It has a knock-down effect that will knock enemies off their feet following a successful hit.

Here's a cool trick.
Top off your ammo at an ammo dispenser.
Turn around and drop it on the ground.
Turn back and top off.
Repeat as necessary.
Also you can pick your weapon load out, get it and then dump it and all the ammo on the ground, go back into the HQ and change your load out package and pick it up from the quartermaster. When he gives you your new issue your old gear will still be laying there.
ALL the issue weapons are at 100% and don't seem to degrade.

Are the enemies any more difficult in the expansion quest?

There are slightly more of them in each encounter, but they are as difficult as you set the level for.
That Chinese Stealth Suit you pick up at the end is SWEEEEEEEEEEEET!
When you crouch it generates a stealth field like a Stealth Boy. I have exploded 6 pairs of pants since picking that thing up. The dialog when you pickpocket a live grenade on someone is priceless!
