I think I'd swap out that motherboard......

I don't have this problem running Linux and none of my other USB devices have this problem in Windows. 
If you want to worship an orange pile of garbage with a reckless disregard for everything, get on down to Arbys & try our loaded curly fries.

This one has an LED that changes colors.  Maybe it will be different this time. :p

Something that might help as a last resort type thing is to go into regedit and clean out all the mouse related devices listed under HKLM/System/CurrentControlset/Enum/USB you'll need to go through and expand most of the subkeys to find which are mouse related and which aren't. You will also need to change permissions on the individual keys before removing them.

This should cause the system to do a fresh redetect of the mouse and not use any cached driver information for that device type.

I'd probably get into the system 32 directory and remove any mouse related drivers, too.
