The Gangsters of Putin (aka, Republicans) are desperate to keep Democrats from voting. If they lose power, they could face consequences for their illegal, even treasonous, acts and will certainly have their gerrymandering and voter suppression reversed.

State legislatures are not necessarily a good measure because of state level gerrymandering. Statewide elections might give a better impression.

However, that being said, the states with Democratic governors include states that Trump won easily in 2016: Kentucky, Kansas, Louisiana, Montana. And states with Republican governors include states that Trump lost by a wide margin in 2016: Vermont, Maryland, and Massachusetts
