IIRC, Harry S Truman said that, given the choice between being awarded the Medal of Honor and being elected President, he'd rather have earned the Medal. What does that tell you?
Given the decisions Truman had to make, he deserves the Medal or somethin' close, anyway!
How'd you like to sentence better than a 100,000 people to death and sufferin'? Sure it saved us ¼ to ½ a million, maybe more GI's, but it still had to weigh heavy on his heart! He was a "Dove" after all, or he woulda turned MacArthur lose and we wouldn't have been battlin' the Soviets then, or the Chinese now, for world dominance! We really could have been like the Romans and controlled ours and the worlds destiny!

If that ain't worth a Medal of Honor, I don't know what is! He let the world evolve by itself, instead of one power dictating to the rest of the world's people our own philosophy! No single person in history has had that kind of power and
didn't take the opportunity to use it!
