Barack Obama (D-IL) left for Afghanistan, Iraq and Western Europe for a tour of US bases overseas, Secretary of State Condoleezza Rice issued a cable to US missions forbidding them from holding events for presidential candidates or arrange meetings for them.
Rice issued no such cable prior to foreign excursions by presumptive Republican nominee Sen. John McCain (R-AZ).

In a cable sent late Thursday on the eve of Mr. Obama's swing through the Middle East and Europe, Miss Rice told U.S. diplomats to treat the candidates as "members of Congress visiting in personal or semi-personal capacities," but "with additional restrictions based on rules related to political activity."
..."It is imperative that, in implementing these various requirements, we treat both major presidential candidates evenhandedly," Miss Rice said in her cable.
...Diplomats in Washington and overseas said that Miss Rice's instructions were appropriate, but their implementation becomes more complicated when part of a campaign trip is made with a congressional delegation, as is the case with Mr. Obama's current travels.
So will they realize this is an attempt to give appropriate guidance to Government employees on how to deal with two Presidential candidates who also happen to be Senators? Probably not....

If you read Raw Story - it appears 'them' means Obama and his people.
According to the Wash Times, 'them' means Obama and McCain.
However, McCain went four months ago.
And she gave this order the night before Obama left.
And McCain hasn't announced that he's going soon.
So, obviously 'them' means Obama and his staff.
Were there two versions of the Wash Times story? Anyone know?
They're saying that the order is for candidates - if they're going on a Congressional trip then Embassy assistance is fine.
If there are two releases by the Wash Times with changes - the Wash Times need to take a pummeling. If there is only one release, part of the problem of targeting Obama goes away inspite of the impracticality of it - because if McCain goes next week we can all be assured that he will get Embassy assistance.
What a crappy country we've become because of Republicans (and some Democrats). It's always been crappy for someone in this hypocritical manic-ethical society that everyone brags about.

Apparently the DUmmies don't know that every election year the US Office of Special Counsel sends every Executive Branch Department a reminder of the Hatch Act provisions which is distributed to every applicable federal employee. In addition, most major Government subcontractors have similar rules. Anyone willing to pay cash to get a "leaked" copy of the email that I will eventually get?
